Thomas Lowther

4th Generation Indian River County Resident, Born in Daytona Beach, FL. Graduate of Vero Beach High School Class of 1978 Graduate of Miami Dade School of Mortuary Science, 1981 AS Degree Funeral Director for 48 years-Owner/Operator, Thomas S. Lowther Funeral Home and Crematory, Vero Beach since 1997 and Lowther Cremation Service, Inc. Established Indian River Counties first Crematory in 1997 still Vero’s only on site crematory. I am married to my wife Beverly for 44 years; I have two children, Kari, 40 and Ryan 37, 4 grandchildren, Gavin Legg, Kinsley Gee, Slaton Lowther and Ryanne Lowther. Member of Our Savior Lutheran Church. I served as County Commissioner from 2002-2006. During my term I served on the Affordable Housing Advisory Committee, Court Administrator's Budget Committee, Economic Development Council, County Liaison for the Economic Development Division, Emergency Services District Advisory Committee, Enterprise Zone Development Agency, Florida Regional Councils Association Policy Board, Indian River County Canvassing Board, Marine Advisory Narrows Watershed Action Committee, Medical Examiner's Budget Committee, Metropolitan Planning Organization, Parks and Recreation Committee, Southern Region Recreation Advisory Council, Transportation Disadvantaged Local Coordinating Board, Transit Strategic Planning Advisory Committee, Treasure Coast Council of Local Governments, Treasure Coast Regional Planning Council, Treasure Coast Sports Commission, Value Adjustment Board, and the Workforce Development Consortium of the Treasure Coast.  I was successful in gaining the public's support for renewal of an environmental bond issue and instrumental in working towards the consolidation of the Fire Fighters and Paramedics in the county. As Chairman of the Board in 2005, I spearheaded joint meetings with St. Lucie, Martin and Brevard County Commissioners as well as joint meetings with the City of Vero Beach, City of Sebastian, City of Fellsmere, Town of Orchid and Town of Indian River Shores Councils. In 2005 I also served as Chairman of the Treasure Coast Regional Planning Council which incorporates Palm Beach, Martin, St Lucie and Indian River County. I was elected to the Indian River Mosquito Control District Board in 2014 and served as chairman of the board in 2017and 2020. My civic involvement includes the Vero Sunrise Rotary Club since 1982 serving as president in 1995, Vero Masonic Lodge, Azan Shrine Club, The One Hundred Club. My hobbies include playing softball in the local recreation league and playing in the Florida Half Century Association starting with Harbortown 50’s then to the Vero Scorpions 50’s then becoming the Lowther Funeral Home for 4 years, moving on to the Harbortown 60’s then to the Outcast 60’s for 2 years then to the Vecter Scorpions both 60’s and 65. Which is now the Thomas S Lowther Funeral Home in the 65 year old dividion in January 2026. I am proud to say I was instrumental in bringing the Florida Half Century league to Indian River County with the 50 and 65, and 60 and 70 Divisions both coming to Indian River County as well as the ISSA Senior softball tournament.I have enjoyed playing as well as coaching and sponsoring teams in both Rec league as well as Florida Half Century.

Janice Broda

Protecting public health, safeguarding our natural resources, and encouraging fiscal responsibility are the focus of my service at the Indian River Mosquito Control District. I was first elected in 1992 and have lived in Indian River County since 1981. My interest in mosquito control began in 1991 when I was hired by the Florida Medical Entomology Laboratory (FMEL), University of Florida, to write instructional software for mosquito control districts. Since then I have continued to work at FMEL and to learn more about mosquitoes and their control. I have twice served on the board of directors of the Florida Mosquito Control Association, have chaired its Commissioners’ section most recently in 2021-2022, and was the Commissioners’ representative to its Dodd Short Course (Education) Committee from 1994 – 2013. My ongoing concern for the health of the Indian River Lagoon and our natural resources is reflected in my sustained board level volunteer service to organizations including the Environmental Learning Center, the Pelican Island Audubon Society, and the Florida Native Plant Society. I chaired the Indian River County Land Acquisition Committee multiple times and now serve on the IRC Environmental Lands Panel. I hold a MA in economics from Washington University and a BA in economics from New College. I worked in the computer industry for many years and taught economics and computer science for more than 12 years at Indian River State College.

Anna Kirkland

I am a third-generation Floridian and a native Indian River County resident. I graduated from Vero Beach High School. After high school, I have continued the desire to learn- adding Certifications from the University of Central Florida, the University of Florida, the University of Georgia, and an AS degree from Indian River State College. Currently, I am finishing my second degree in Organizational Management My professional background is in high-level administration for Presidents or CEOs in the legal, insurance, and construction fields. My family has always owned Beef Cattle, and I am passionate about educating the public about the Florida beef industry. In 2019, I founded the local chapter of Florida Cattlewomen in our county and am still the current President of our chapter. My public/municipal service includes the following in Indian River County: the Agriculture Advisory Committee, the Economic Development Council, the Environmental Control Hearing Board, and the Comprehensive Economic Development Strategic (CEDS) Committee (Treasure Coast Regional Planning Council). In my downtime, I enjoy spending time with my family, going to the beach, traveling to different places, working out at Lift Fitness, and reading.
